 Purpose of Assignment:

Provide support to the Project Coordinator in the administrative part of coordination tasks, ensuring a smooth relation with local and national authorities, contributing to the context analysis and follow-up, providing translations and interpreting in order to ensure the smooth running of the project

Major duties and responsibilities:

• Assisting the project coordinator with all aspects of management in order to ensure the smooth running of the project
• Supporting the field coordination with national personnel management:
• Organizing teams and planning
• Applying internal regulations
• Resolving conflicts
• When requested, accompanying the project coordinator and medical team to meetings with local authorities
• Helping the project coordinator in his understanding of the project context. In particular, ensuring the continuity of relations with local actors 
• With the project coordinator, running information meetings on the operational context and security
• Updating working documents relating to the context and security (maps, situation reports, etc.) on a daily basis
• Assisting the project coordinator in the preparation of security incident reports
• In the case of an international personnel evacuation, replacing the project coordinator in his basic functions and running the programmes according to a plan prepared in advance
• Following the information diffused by the local media on a daily basis and compiling it in a press review (if the language is spoken by the coordination team)
• Helping the project coordinator in all meetings or professional appointments taking place in the local language, providing sufficient and pertinent translation
• Sharing his comments and interpretations with the project coordinator following interviews and meetings (“active” interpretation)
• Taking on the translation of important or confidential documents on the request of coordination members
• In the case of an emergency, putting his field knowledge at the team’s service (evaluations, taking up contacts, etc.)
• Monitor and report on key issues (security, risk, etc.) to the Project Coordinator and provide support in analyzing contextual information, through a sound knowledge of counterparts, in different administrations in order to improve decision making processes.
• File and update field contacts and correspondence (with other NGOs, UN agencies, local authorities, media, etc.) in order to ensure information sources accuracy and its availability on regular basis.
• Assist the Project Coordinator in the drafting of correspondences with authorities and counterparts (government officials, UN agencies, NGOs, etc.) in order to ensure fluent and accurate communication flows
• Ensures the continuity of relations with local actors and keeps updated the list of contacts.
• Organize advocacy contacts and appointments for the Project Coordinator with local authorities and partners to ensure the continuity of relations with local actors and involved counterparts.
• Execute clerk-related activities as well as prepare and conduct briefings on the project context to new employees in order to facilitate their integration onboard and within the project environment.

ensure the availability of current and accurate project information/data, and contributes to the

development of communication materials and strategies to support advocacy and community

participation for Health; and to widen partnership with all sector stakeholder at national, state, LGA, community and household levels as well as with funding partners in order to accelerate achievement of Health related MDGs goals.

Keeps close contacts with sector stakeholders, including the Government, UN Agencies, international and national partners, in order to improve the ability to collect and disseminate relevant data, exchange information on program/project development and implementation. Shares knowledge, information, experience

and lessons learned.

Emergency preparedness is maintained, and in emergencies, emergency responses are

effectively provided.

EDUCATION & OTHER SKILL: BSc Health, Health, Food Science, MPH or other relevant disciplines.

WORK EXPERIENCE:

·         3 years of professional work experience in planning, programming, implementation monitoring and evaluation of Health project/program. Professional work experience in a project/program management function or a technical expert capacity in Health programming.

·         Field work experience.

·         Background/familiarity with Emergency.

·         Excellent communications skills, both oral and written

·         Extremely flexible, and have the ability to cope with stressful situations and frustrations

·         Strong writing and presentation skills

·         Proven capabilities in leadership required

 Purpose of Assignment:

• The Health Outreach Officer is responsible for patient care at the mobile clinics and supported Health facilities, overseeing the mobile clinic activities in Mubi and Hong LGA, Adamawa State.
• She/he is also responsible for ensuring adherence to the implementation of program activities according to proposal and nationally accepted standards.
• The Health Outreach Officer reports to the Head of program.

Major duties and responsibilities:

• Health program management:
• Provides accurate diagnosis, treatment, and management of patients in a primary health care setting. Using standard national or internationally endorsed protocols, ensure quality of clinical and non-clinical service provision in health sites by assessing and monitoring performance against standards and guiding and motivating staff to meet and maintain standards.
• Promote behavior, change by providing health messages in the communities, in collaboration with community volunteers.
• Ensure adequate infection prevention and control standards are maintained at all times in the facility.
• Ensure health basic protocols and other IEC materials are well displayed in the facilities and outreach sites.
• Establish effective referral mechanism between the mobile clinic and the hospital/IPD.
• For new location: Liaise with local leaders and other partners in identifying new mobile clinic sites and sensitize community on project implementation.
• The Health Outreach officer identifies and liaises with the Medical Doctor on need for referral to secondary care and prepares the patient for referral including referral notes, pre-referral treatment and arrangement of transport.
• Collaborate with other relevant sectors such as Reproductive Health, Women Protection & Empowerment, Child Protection and Environmental Health to ensure holistic service package is available in response to the needs.

 Purpose of the job

 The Nursing Midwife will oversee the activities in the ANC during the period of pre-natal, delivery and post-natal care

Major duties and responsibilities:

· Monitoring the health of pregnant women (ANC) and their unborn babies including that vaccinations (TT) and all preventive medicines for pregnant women are given

 · Delivering babies and providing post-natal care for the mother and baby

· Ensuring that Uterotonics are available all the time through timely ordering from the Medical Logistician

· Educating patients as well as their partners and family members on reproductive health, preparation for parenthood, and antenatal care.

· Sharing information on pain management techniques with expectant mothers and their partners to prepare them for labor

 · Overseeing and supervising labour and the delivery of babies at the health facility, as well as providing emotional support and encouragement during labor.

 · Taking and recording pregnant mothers’ blood pressure, temperature, and pulse as well as ordering diagnostic tests as needed.

 · Helping pregnant mothers’ and their partners to cope with miscarriages, stillbirths, and neonatal deaths.

· Teaching new mothers how to feed their newborns.

· Assisting pregnant mothers in creating suitable birth plans.

· Providing sound advice to pregnant mothers regarding diets, exercises, and medications suitable for pregnancy.

 · Ensuring that infection prevention guidelines during labor, delivery and postnatal care are followed up · Providing ANC, Labor and delivery and post-natal care statistics to the Clinical officer in Charge for onward reporting to CHD

 Purpose of Assignment:

The Monitoring and Evaluation (M&E) officer will be responsible for the design, coordination and implementation of the monitoring and evaluation, research, and learning framework of the Project. He/she will develop a systematic monitoring framework to improve the qualitative and quantitative evidence gathered by the Project. He/she will also provide technical assistance to the implementing agencies, particularly in relation to monitoring, reporting and governance issues

Major duties and responsibilities:

planning and coordination:

• Develop M&E along plan with support plans and deployment of timelines for new operations.
• Adapt and continue to develop MEAL methodology, approaches and tools, and provide support guidance and ensure their proper use.
• In collaboration with program/project teams supports the development VCI MEAL infrastructure and project capacity to ensure that MEAL standards and good practices are properly integrated in all phases of the project life cycle.
• Provides support to VCI and projects to ensure that they meet the MEAL standards and good MEAL practices. Technical support for MEAL policy, standards, procedures and tools implementation
• Participate in program/project design and proposal writing in the areas of theory of change, log frame design, MEAL plan and budget development.
• Advise and support program/project teams on quality data gathering and analysis to facilitate informed program and project design.
• Provide research, planning and evaluation guidance and tools for the implementation of new / pilot housing programs and assist in research and analysis for the development of new programs as requested.
• Support program/project teams to set up accountability mechanisms to beneficiaries and community members. Review the responsive use of accountability mechanisms, data, and responses.
• Support and follow up on research, evaluations and learning events to document lessons learned and best practices from interventions. Prepare or review terms of reference for external evaluators and coordinate collaboration with them.

development of communication materials and strategies to support advocacy and community

participation for Health; and to widen partnership with all sector stakeholder at national, state, LGA, community and household levels as well as with funding partners in order to accelerate achievement of Health related MDGs goals.

Keeps close contacts with sector stakeholders, including the Government, UN Agencies, international and national partners, in order to improve the ability to collect and disseminate relevant data, exchange information on program/project development and implementation. Shares knowledge, information, experience

and lessons learned.

Code of Conduct
As applicable to this position, an individual must promote and encourage a culture of compliance and ethics throughout the organization and maintain a clear understanding of VCI and donor compliance and ethics standards and adheres to those standards.

QUALIFICATION and COMPETENCIES (indicates the level of proficiency required for the job.)

EDUCATION & OTHER SKILL: Diploma in any other relevant disciplines.

WORK EXPERIENCE:

·         1 years of professional work experience in planning, programming, implementation monitoring and evaluation of Health project/program.

·         experience in a project/program management function or a technical expert capacity in Health programming.

·         Field work experience.

·         Background/familiarity with health in emergency.

·         Excellent communications skills, both oral and written

·         Extremely flexible, and have the ability to cope with stressful situations and frustrations

·         Strong writing and presentation skills

LANGUAGE PROFICIENCY: Fluency in English and local working language of the duty station will be an asset.
